The Puppet Park is a where you start from existing factory characters instead of creating a file from scratch.
From the top part of Puppet Soul, hit the '+', and choose ‘Load from PuppetPark’:

This will open the Park window:

On the top you can choose the category. Body part, bipeds or others.
Down, you will see some options :

You actually don’t really load the ‘skeleton’ unless the BASE file you choose is only made of skeleton, or use the ‘Selective’. What you load is the Base file itself, or it selective part if you choose Selective.

Import : will import the choosen BASE puppet in your current scene. You use that usually when the puppet is just a skeleton.
Load will close your current file, and load the choosen BASE from the park.
Selective : Checking it will allow you to load / import only some part of the selected BASE files. Usefull if you want to import only the skeleton and not the mesh of a file.

By default, there top groups only will be loaded if selective is setted. hange them to modify the selective group loaded.
Load PuppetSoul sequence. You choose to not open it, in case you want to import just the skeleton
Open as copy, will open a browser and ask you for a path to copy the puppet. If not, you will open directly the one from the puppetPart Path.
Solve Texture Path : Try to reset the texture path to the current file path. Usefull if you have some texture from BASE that got missing path when copied to a folder.
You can also choose the icon size with the 3 button at bottom right and open this help page at top right corner.
Simple clic : open a help
Right clic, open the rigged puppet (if available)
Double clic : actually open the BASE with the choosen behaviour
